Position Summary
The Assistant Logistics and Procurement Officer supports the Programmes Logistics and Procurement Officer in reviewing overall procurement processes, tracking procurements of goods and services through the procurement cycle, ensuring that adequate competition is achieved for procurements, and providing regular procurement mentoring to project staff to support project implementation. S/he will assist in providing timely staff services and efficient office operations in the areas of purchasing inventory management, supplies storage, distribution and fleet management.

Duties And Responsibilities
Job Description
The Assistant Logistics and Procurement Officer assists to compile and maintain a database of approved and registered suppliers; Maintain comprehensive procurement files, including solicitations, proposals, evaluations, award documents, official contracts and correspondence on all procurements, following the ZACH procurement SOP; Develop and review the procurement plans for the project, including commodity quantification and distribution plans using correct assumptions and best practices; Appraising the Management and rest of staff on all procurement matters and regulations as guided by Donors requirements; Championing the formulation and implementation of the procurement plan; Implementing procurement strategies to maintain security of supply and optimum value for money, Prepares bid analysis and recommend the best offer as per selection criterion set; Provides assistance related to tender submission and secretarial services during the tender opening meetings; Raises payment requests, ensures the processing of payments follows smooth documentation flow and processes liquidations for program; Processes Vendor Liquidations; Prepares bid announcements, contracts and purchase orders; Support efficient management of supplies ensuring that all items are invoiced and paid on time; Monitor, with supervisory visits and documented spot checks, inventory storage and movement records of programme commodities at project supported facilities; Assist in inventory management (Issuance of GRN, Storage of commodities and distribution); Assist in coordinating refurbishments and renovations at supported facilities.

Qualifications And Experience

A Bachelor’s degree in logistics and procurement/Supply chain management with a strong bias in procurement; Diploma in CIPS and CILT a must; Diploma or Certificate in Vehicle/Transport/ Fleet management; At least 5 years’ experience and currently working in health commodities procurement planning and management and vehicle fleet management in private sector/ international organizations; Knowledge and ability to work on database systems for fleet management, tracking inventory, logistics and supply chain management; Excellent communication skills (oral and written) in English, honest, encourages openness and transparency; demonstrates highest levels of integrity and credibility; Experience with donor project procurement.
