Compliance Officer: Welthungerhilfe
Reports to: Finance Manager
Background and Purpose
Welthungerhilfe is one of the largest German non-governmental organizations in the area of development co-operation and emergency relief. Primarily in co-operation with local partner organizations, its task to contribute to improvement in the nutritional and income basis for the low-income populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe almost continuously since 1980. Sector focus is on, WASH, Food and Nutrition security, Livelihoods and when necessary Emergency response. Welthungerhilfe seeks to recruit and qualified candidates are invited to apply for the following vacancy.
Coordinate and ensure grants compliance by partners are consistent with Welthungerhilfe systems and donor reporting requirements.
-Works directly with projects to coordinate compliance matters with Welthungerhilfe partners in Zimbabwe;
-Serves as a resource person in developing financial proposals to donors;
-Provides feedback during quarterly monitoring meetings to projects on the performance of partner organisations; —Plans and organises spot reviews to partner organisations in consultation with Head of Projects;
-Prepares the compliance reports and shares with management before the report is shared with the partner
-Follows up on recommendations made during compliance and ensures that the recommendations are
implemented by the partner;
-Reviews the compliance reports done at projects before the project shares the reports with the partners;
-Prepares on a quarterly basis a report per partner showing the status on recommendations providing reasons for
recommendations not implemented;
-Reviews partner financial reports and vouchers monthly and reconcile the reported income and expenditure to Funds Pro before uploading the reports on PROMIS (financial and procurement transactions shall be checked for accuracy
-Assists in preparing annual financial statements for external purposes;
-Assists in reviewing donor financial reports;
-Assesses new partner organisations before they are engaged and makes recommendations to management in the form of
-Prepares partnership agreements and cost and financing plans for new contracts and amendments;
-Serves as a resource person during internal and external audits;
-Organises workshops to train partners (capacity building) on financial management, donor regulations etc;
-Assists in checking monthly internal reports;
-Any other duties as assigned by supervisor.
~ University Degree in Accounting or Finance;
~ At least two years of relevant professional experience in the field of finance focusing more on partner compliance;
~ Ability to understand, analyse, and interpret donor guidelines, financial reporting and to some extent legal documents;
~ Ability to present information effectively to top management, Head of projects and partner organisations;
~ Ability to define problems, collect data, establish facts, and draw conclusions; Demonstrated ability to manage multiple projects concurrently under deadline pressure and changing priorities;
~ Ability to solve problems creatively in order to meet organizational goals and objectives;
~ Ability to exchange non-routine information using tact and persuasion as appropriate, requiring excellent oral and written communication skills; Initiative, passion and commitment to Welthungerhilfe professional values;
~ Proficiency in MS Office, financial software applications and reporting packages.
