The position will report to the Country Director. Under the delegated authority, the job holder provide strategic management, enhanced technical oversight and leadership for a complex portfolio of activities including monitoring, reviews and evaluation, annual performance planning and risk management, accountability to affected populations and incorporation of gender and protection commitments into the country office operation.
Duties And Responsibilities
Play a key role in development and implementation of country strategy and annual performance plans aligned with regional, WFP and wider UN strategy, policies and processes to meet the complex food assistance and development needs of assisted people within the country.
Provide solid technical and managerial leadership on a broad range of strategically important areas through the development and use of innovative tools, approaches and strategies.
Identify, develop and nurture strategic and operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
Enhance WFP’s leadership status in different forums through direct participation and/or through briefings, information products and other materials.
Oversee baseline assessments, operational research and evidence building to strengthen strategy and programme formulation.
Hold accountability for the preparation and dissemination of timely and accurate analytical and critical reports and information products, to inform strategic direction, operational planning and enable informed decision-making.
Prepare syntheses and summaries of findings and recommendations to enhance learning from and use of evaluation evidence in strategy, programme and project design and track the implementation of monitoring, reviews and evaluation, audit and compliance recommendations.
Provide effective leadership, motivation, coaching and support to a large and complex team of professionals to ensure the continued development of a cohesive and high performing country team and enable effective performance enable high performance.
KEY ACCOUNTABILITIES Cont:
Play a key role in building cohesive and collaborative CO cross-functional relationships to ensure a uniform approach to the CO’s programme delivery and performance management framework
Develop productive relationships with partners, government, donors and UN counterparts at national level to enable the effective positioning of WFP to meet country, regional and corporate goals.
Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
Take responsibility for incorporating protection and accountability to affected populations so that assisted people are able to benefit from WFP programmes in a manner that ensures their safety, dignity and integrity.
Spearhead and coordinate knowledge management initiatives in the country office.
Ensure the best use of assigned financial and other resources for achievement of set objectives.
Lead the consolidation of risk management matrices and mitigation actions.

Qualifications And Experience
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Social Sciences, International Affairs, Economics, Nutrition/ Health, Agriculture, Environmental Science, Monitoring and Evaluation or other related field, or First University Degree with additional years of related work experience and/or training courses.
Language: Fluency (level C) in English language.
Experience: Minimum of eight years of relevant professional work experience in development or humanitarian work. Minimum of four years of experience in managing complex monitoring and/or evaluation activities spanning a range of policies and programme initiatives. Experience in managing diverse teams of M&E staff.

Has supported the development of Country strategy and planning;
Has managed monitoring activities, decentralized evaluations and thematic/mid-term reviews and positioning of WFP as a reliable partner for stakeholders building monitoring and evaluation capacity.
Has formulated country monitoring and evaluation strategies, lead various initiatives and contributed to policy development.
Has management/ supervisory experience in directing Country office teams.
Has led a country office functional unit/ team or a substantial component of a complex programme.
Has experience building strategic partnerships in M&E with multiple stakeholders.
• Has managed complex monitoring and evaluation activities across multiple field locations, spanning a range of policies and programme initiatives.
